A contract-based loan program for Local Business Enterprises( LBEs), CAPP helps ensure that small construction contractors have the funding needed to grow their capacity in order to take on public works projects.“ Because of our involvement in the CDP and CAPP, we now have a much better comprehension of contract procedures, including terms to be aware of, better familiarity with the multiple City programs, and a greater awareness about cash flow projections, markups versus margins, and financing options available.
