Homebuilder Persimmon partnered on the residential component. Earlier phases delivered 169 homes; the final phase, approved in September 2024, includes 116 more, with 20 % affordable housing, open space, a play area and a riverside walkway. When complete, the project will have delivered 285 homes, expanding the original Victorian village concept while honoring its historic design.

The UK historic listed clock tower building has been fully restored and converted into apartments, a symbol of continuity with the site’ s industrial past. The master plan emphasized green space, walkability and community amenities, reflecting the ethos of Price’ s 19th-century garden village.
Where 115 jobs were lost when Croda closed, the redevelopment created 1,500 jobs overall and 125 permanent roles across construction, housing and new business activity. In addition to the residences, two industrial manufacturers have relocated to new facilities on site.

Recognition & replication
In 2016, the project won the National Planning & Placemaking Award for Brownfield Land, honoring its integration of housing, environment, heritage and employment. Local officials praised the housing expansion, while environmental groups pointed to the restored river corridor as a model of natural infrastructure.
At its core, Bromborough is a case study in the circular economy and the art of possible. By redeploying equipment, IPP avoided waste and extended the life of valuable systems. By remediating land, the company returned productivity to a site once destined for abandonment.
“ What happened here should be the model for industrial closures worldwide,” says Ross Gale, vice president of IPP.“ With the right approach, a plant’ s story doesn’ t have to end with demolition and decay.”
Looking forward
With final homes now under construction, Bromborough’ s legacy will endure. Families will move into new houses along the river. Children will play in parks built where process tanks once stood. Businesses will thrive on adjacent lands, ensuring Bromborough remains an economic hub for decades.
