October sees the return of the key conference on chemical control regulation to a previously visited European city
The European version of the world ’ s most important global conference series in the field of chemical control regulation returns in late October , when ChemCon Europe 2023 takes place at the Hilton Vienna Park . It will feature presentations by more than 50 speakers from governments and industry across the world .
Alongside the conference there will be an exhibition mainly populated by regulatory consultants , ECHA , CROs and IT compliance systems providers .
The week begins on Monday 23 October with an early morning workshop on enforcement and best practices based on lessons learned to date with the EU ’ s Chemicals Strategy for Sustainability ( CSS ). It will also feature insights on inspections , online selling of chemicals and articles , and blind spots in enforcement . The rest of the day comprises two two-part seminars :
• 09.15-13.10 : EU Classification Labelling & Packaging ( CLP ) & Global Implementation of Globally Harmonised System ( GHS ), including presentations EU CLP Revision , including new hazard classes and more than one constituent substance ( MOCS ), endocrine issues and mobility of substances , and GHS implementation in the Americas and Asia-Pacific
• 14.30 – 16.15 : Global Approach to Notification of Polymers & New Chemicals , covering REACH and contrasting systems in different regions , the Global Plastic Treaty and data requirements for a global test programme Tuesday 24 October sees the start of the conference proper , with four full sessions , as follows :
• 08.00-09.40 : CSS Roadmap , looking at its aims and key priorities , the pitfalls and opportunities for industry , and updates that may result to the Strategic Approach to International Chemicals Management ( SAICM )
• 10.30-12.00 : REACH Revision - Roadmap & Impact , including updates on the joint evaluation action plan , new requirements , registration compliance and mixture allocation factors
• 13.30 – 15.10 : One Substance One Assessment , including implementation issues , grouping and the Open Chemical Platform initiative
• 16.00-18.00 : Impact on Application Laws & Other Regulations , including the Worker Protection Directive , food packaging law and drinking water requirements , plus nanomaterials and others Wednesday 25 has three sessions :
• 08.00-09.40 : Authorisation & Restriction – Theory , with separate perspectives from regulators and industry , also covering the generic approach to risk assessment and substituting substances of very high concern ( SVHCs )
• 10.30-12.10 : Authorisation & Restriction – Practice , including advice on how to aid authorities in making the right decision , the alternatives to restrictions and Chemical Safety Assessment
• 13.30 – 15.40 : Per- & Polyfluoroalkyl Substance ( PFAS ) Restriction - Impact & Challenges , looking at ongoing restriction developments in different regions and essential use
considerations for this increasingly regulated family of products The rest of the day is made up of sightseeing tours and a dinner for extended networking . The conference resumes on Thursday 26 with a series of country and regional updates :

• 10.30-12.10 : Chemical Control Legislation in Korea & China
• 13.30 – 15.25 : Chemical Control Legislation in the Asia Pacific region
• 16.15-18.10 : The Americas Finally , Friday 27 comprises the final four thematic sessions :
• 08.00-09.40 : Sustainability in the Value Chain , with presentations on the various aspects of the Circular Economy , mainly different forms of recycling
• 10.30-12.10 : Supply Chain Communication & Product Stewardship Strategies , with papers on how to handle global regulatory challenges ; how QR codes , blockchain technology and artificial intelligence could enhance transparency and sustainability ; and Safe and Sustainable by Design
• 13.30 – 15.10 : Data Management , Data Sharing & New Approach Methodologies , including OECD tools for chemicals data management , New Approach Methodologies , registration data sharing and recent developments in data disclosure demands
• 16.00-17.20 : Session 15 . Corporate Sustainability Through the Regulatory Lens , looking at such things as the EU Taxonomy Regulation , the impending Corporate Sustainability Reporting Directive , and ESG implementation by industry . ●
