After giving the roadmap generator a more natural base ( any shape that ’ s not a perfect square ) a more believable city can be generated from the white parts of the maps :

Furthermore I wrote spotpicker for the text pieces to be placed inside the buildings at different height .
Every spot will have a block with a certain text-piece on it .
The spot picker will choose some texts from the pool but not all of them , so that every play is going to contain different set of opportunities .
