Maguire said the ECC has bestowed this honor for 22 years upon “someone who has done outstanding work to help conserve our natural resources and promote interest in the environment.” Maguire said Deeprose has been a valued member of the ECC, has helped to create the Bob Shepard Highland Landing Park, and been an advocate for the Walkway Over the Hudson State Park and the Hudson Valley Rail Trail. “Few people in this community are unaware of the breadth and depth of Donna’s talents and commitment in serving the community,” he said. Maguire pointed out that Deeprose has worked diligently to acquire grant money for a boat launch and assisted in doing a survey at a vernal pool while he watched her sink up to her thighs in mud. “Whatever she does she does it with determination, a professionalism, intelligence, generosity, grace, humor and diplomacy,” he said. “We in the ECC are very proud to have worked with her for many years and to have benefitted from her energy and just her great heart.” Deeprose said she and her husband, Raphael, moved to Highland in 2003. WWW.SOUTHERNULSTERTIMES.COM Lloyd passes new tow law By MARK REYNOLDS [email protected] After lengthy and at times acrimonious discussions during the last 10 months, the Lloyd Town Board last week passed a new tow law by a vote of 3-1 with Supervisor Paul Hansut voting against the resolution and Councilman Joe Mazzetti abstaining due to a familial connection with one of the tow operators. Throughout the process Mazzetti recused himself when the tow law was being discussed by the board. Subsequently, comments were made that Mazzetti had approached Police Chief Daniel Waage on the side to offer input on the law, which Waage stated did not happen. The need for revising the law came to the surface because of complaints made by several tow operators that the tow list was unfair and should be revised so that each of the 10 operators on the list received calls for service on an equal basis. Councilmen Mike Guerriero and Kevin Brennie were charged with developing the new code. Guerriero said the new law is clearer and “there are a lot of things specified here that if you don’t do this, there is a penalty [and] everything is spelled out. Its selfexplanatory compared to the previous code and some of the other codes that we looked at.” Al Roberts, an attorney representing tow operator Joseph DiBlanca, pointed to several “fatal” deficients in the new tow law and how it runs counter to legal statutes. He said the Town Board does not have “unfettered power to adopt whatever laws you want,” stating that towns are controlled by town and federal laws.
