Last week the Lloyd Town Board held
a public hearing on the preliminary town
budget for 2016. Initially, the board stated they were facing a 9% hike over this
year’s budget; but after sharpening their
pencils and making adjustments, they
returned with a budget that is just 0.058%
higher than 2015 but is still under the
state tax cap of 0.73%.
The key figure of $10,102,456 is the total
budget for 2016, which also includes the
budgets of the Highland and Clintondale
fire departments, $1,069,020 and $92,241
respectively. After subtracting $2,583,054
in revenues that will come in and applying $235,000 from three fund balances
[$100,000 from General, $100,000 from
Highway and $35,000 from Sewer] the
amount to be raised by taxes is $7,284,402.
The board provided tax rate numbers
for residents to estimate their town taxes.
For a home assessed at $250,000 that is
outside the water and sewer district,
multiply 4.96 by 250 ($250,000 assessment
divided by 1,000) to arrive at $1,240. If
the home is within the water and sewer
district multiply 7.59 by 250 for $1,897 and
if a home is only within the water district
multiply 5.97 by 250 for a tax of $1,492.

On Monday the Marlborough Town
Board approved the 2016 budget, which
has a zero increase.
Although the General Fund came in
at a slight increase of 0.09%, the Highway
portion of the budget, at a -0.13%, more
than offset this figure.
The 2016 budget shows $8,823,767 in
expenses with revenues expected to come
in at $1,696,356. The board also applied
$175,000 and $25,000 from the general
and highway fund balances respectively,
resulting in a tax levy of $6,927,411. They
were facing a tax cap of .073% and are
under this by $70,437.
