Burroughs Black Creek Trail moves forward

The Lloyd Town Board endorsed a grant application that was submitted by the not-for-profit environmental organization Scenic Hudson to the NYS Office of Parks , Recreation under the Environmental Protection Fund for a park project known as the John Burroughs Black Creek Trail Phase I . It is located between Berean Park and the Hudson Valley Rail Trail .
A requirement of the application is that Scenic Hudson must receive support for the project from the Town of Lloyd because the project is being done on town owned property . Once the project is completed all of the improvements will then become the property of the Town of Lloyd and shall be maintained by the town as a municipal park for the community .
Supervisor Paul Hansut said this idea has been in the works for several years and with Scenic Hudson taking over the writing of the grant and collaborating with the town “ perhaps that partnership will be able to make that happen .”

the law and the Town Building and Police Departments would be in charge of enforcement . Annual inspections of the hotels and motels will be required .
Town attorney Sean Murphy said this law is to make sure that the local hotel owners and their facility are in good standing and there are no outstanding violations . He said state law provides for where offenders are allowed to live and congregate once they are out of prison . He pointed out that the law the town is considering is modeled after one that has been adopted by the Town of Colonie , NY and does not regulate offenders but the hotel and motel owners .
“ They had a problem with clustering up there and adopted their law in 2009 and it hasn ’ t been [ legally ] challenged and it ’ s still on the books ,” he said .
Murphy said when a sex offender comes to Highland they must register with the state , the Lloyd Police are notified and the offender cannot reside within 1,000 feet
“ would enable NYS to take a stronger role in the placement of any anchorage areas for petroleum-carrying vessels to ensure that the needs of the Hudson River and riverfront communities are protected .”
NYS Assemblywoman Didi Barrett and NYS Senator Sue Serino have introduced similar measures in their respective houses that “ would enable New York State agencies to consider environmental impacts in designating tanker-avoidance zones .”
The U . S . Coast Guard backed plan is proposing an increase of the number of areas where oil barges of up to 600 feet in length can anchor in the Hudson River from the present two - Hyde Park and Yonkers - to an additional ten areas with 40 new berths , stretching north to Kingston . The plan has come under significant opposition from the river towns that would be affected , elected officials and from numerous environmental organizations , such as Scenic Hudson .
Lloyd Councilman Jeff Paladino abstained from the vote , saying “ I know nothing about the U . S . Coast Guard proposal so I ’ m not going to vote on it .”
The Coast Guard is accepting written comments until September and public hearings are expected to be scheduled for later this year .

the speed limit even further to 35 mph will only back up traffic .
The town board set a public hearing for its ground mounted solar law for July 19 , its second board meeting of the month . The supervisor said the board has received the county ’ s comments on the law , and nothing has been red flagged . Illustrating the urgency of the law , the supervisor said he has received questions from residents who want to build solar arrays on their property . The board expects to finalize the law by June 27 .

Lloyd seeks hotel licensing for sex offenders

of a school and other certain facilities . Supervisor Paul Hansut confirmed that presently clustering happens in Lloyd .
“ It does limit the amount of sex offenders depending on their levels [ of offense ],” he said . “ When I talked to the lawyer who wrote this law , this law was strictly for the concentration of sex offenders at one location .” He said the law provides for an occupancy / point system , with three levels assigned to offenders . Level 3 offender receive three points that are then assigned to the quota of a hotel . Level 3 is the worst designation .
“ It is my understanding that on Route 299 there were four [ offenders ] there ; under this law , it is not happening because there would be a point system ,” he said .
Hansut indicated that each hotel and motel in town will be notified by certified mail to ensure they know the requirements of this law .
“ Its been a huge concern in the community and we ’ re being pro-active to address it and we ’ ll move forward with the public hearing ” Hansut said .

Town of Plattekill
James Martin , 57 , of Highland was arrested June 19 and charged with Criminal Contempt 2nd , a class A-Misdemeanor and Harassment 2nd , a Violation . Martin also had an active Arrest Warrant out of the City of Kingston . Martin was charged after being accused of threatening a 45 year old female with bodily harm during a domestic dispute knowing a Court Order prohibiting this conduct was in place . Plattekill Justice Murphy arraigned Martin where he posted $ 500 Cash Bail . Martin was then turned over to the City of Kingston Police on the active Arrest Warrant .
Adolfo Periera , 31 , of Saugerties was arrested June 21 and charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd , a class U-Misdemeanor and 5 related traffic offenses . Periera was issued an Appearance Ticket to appear in Town Court July 14 .
Natalie Skipp , 34 , of Clintondale was arrested June 24 and charged with Criminal Mischief 4th , a class A-Misdemeanor . Skipp is alleged to have broken a television during a domestic dispute . Skipp was arraigned by Plattekill Justice Maciocia and released on her own recognizance . An Order of Protection was issued .
Frank Pratt , 27 , of Gardiner was arrested June 25 and charged with Aggravated Unlicensed Operation of a Motor Vehicle 2nd , a class U-Misdemeanor . Pratt was issued an Appearance Ticket and is due in Town Court July 21 .
Vincent Occhiuto , 57 , of Modena was arrested June 26 and charged with a DWI , a class U-Misdemeanor . Occhiuto was charged after being involved in a Motor Vehicle Accident on New Hurly Road on June 18 where he crashed through two telephone poles . He was transported to Vassar Brothers Hospital . Occhiuto was arraigned by Plattekill Justice Murphy and released on his own recognizance .
Ulster County Sheriff
Members of the Ulster County Sheriff ’ s Office report the arrest of Tyler J . Cardinale , 18 , of Marlborough . He was charged with the misdemeanor of Criminal Contempt in the Second Degree .
On the evening of June 18 , 2017 deputies responded to a residence in the Town of Marlborough for a report that Cardinale violated an Order of Protection by going to the residence of the protected party . He left the scene prior to the arrival of deputies but was located the next morning .
Cardinale was arraigned in the Town of Marlborough Justice Court and released on his own recognizance to reappear on a later date .
