Pagan, 25, of Marlboro, was arrested and charged with Criminally Negligent Homicide, a class E felony, in the drowning death of her 10-month-old daughter. After an investigation conducted by the NYS Troop F Forensic Identif ication Unit, the Town of Marlborough Police and the Ulster County District Attorney, it was determined that at about 7:30 p.m., Friday Pagan was giving her Kayla M Pagan daughter a bath but left her unsupervised “for an unreasonable amount of time” as the bath continued to fill with water this resulted in the drowning death of her daughter, according to a press release by the New York State Police.
