Transportation Director Doug Carter advised the school board on the condition of five additional Bluebird 66 passenger buses that he recommended should be sold “ as is ” at the earliest opportunity . Three have mileage totals over 200,000 but two have mileages of 103,000 and 108,000 . Carter described the conditions of these five buses . “ These vehicles have been taken out of service due to excessive mechanical and / or corrosion problems in addition to high mileage , which makes repairs impractical and not cost effective . Buses # 145 and # 147 require replacement of their rotted , wooden floors , entrance door and exhaust system replacement and frequent , expensive maintenance of their diesel emissions system ,” he wrote .
The later two buses with the corrosion problems are the ones with the lower mileages of 103,000 and 108,000 . At a previous board meeting it was noted that a certain number of buses were affected with corrosion and rot because they were parked over earth instead of over a paved surface .
Carter said during the 2016-17 school year a new bus maintenance software program was implemented , crediting Shop Manager Don Dibble “ who invested many hours in learning the software and entering data about parts , vendors , services and all things related to bus maintenance into the program .” He pointed out that this new program will “ improve our abilities to analyze bus garage operations and create reports on bus maintenance .”
In a June 30 memo to the school board Carter said the delivery of five new propane buses and three vans is underway , with two already in Highland “ and more expected soon .” He indicated that all will be ready by September 1 .
Carter noted that during the summer the bus scheduling for all Highland students has been done .
“ New kindergartners have been entered into our transportation database and all current students rolled over into the next grade . Every bus route is reviewed to ensure the desired balance of safety , efficiency and economy ,” he wrote .
Carter also touched upon the issue of providing transportation to homeless students . He pointed out that under the federal McKinney-Vento Act “ qualifying homeless students are entitled to busing to the district of origin , if they choose , while they lack ‘ fixed , adequate and regular ’ housing . Carter stated that in the 2016-17 school year the district had a half-dozen homeless students , “ including one family residing nearly 50 miles away .” He wrote “ to these students credit , they maintained excellent attendance in school despite their extreme distance and long bus ride .”

Mamoudou M . Sow , 29 , of Poughkeepsie , was arrested Aug . 21 and charged with Public Lewdness . He is accused of exposing himself to two women who were walking on Haviland Road in Highland . Sow was released on an appearance ticket and is due in Town Court Aug . 29 .
Ladeera S . Edwards , 34 , of Poughkeepsie , was arrested Aug . 18 on a bench warrant for Criminal Possession of a Controlled Substance 7th degree and False Personation . She was arraigned before Town of Lloyd Judge Elia , released and is due back in Town Court Aug . 29 .
Lloyd Police arrested three Highland individuals on Aug . 16 . They are accused of stealing a motorized Go Kart valued at $ 400 dollars from a residence on Vineyard Ave . in Highland . Kyle Sumahit , age 21 and a 16 year old teenager are charged with Petit Larceny , Criminal Possession of Stolen Property 5th degree and Conspiracy 6th degree . A second 16 year old teenager was charged with Petit Larceny and Conspiracy 6th degree . Sumahit and one of the 16 year old teenagers were arraigned before Town of Lloyd Judge Elia and remanded to the Ulster County Jail on $ 2,000 cash bail or $ 10,000 insurance bond . They are due back in Town Court Aug . 24 . The second 16 year old was released on an appearance ticket and is due in Town Court Aug . 31 .
Jessica M . Russ , 29 , of Poughkeepsie , was arrested Aug . 16 on a bench warrant for Unauthorized Use of a Motor Vehicle , Petit Larceny , Criminal Possession of Stolen Property 4th degree and Aggravated Unlicensed Operation 3rd degree . Russ was arraigned before Town of Esopus Judge Manicone and remanded to the Ulster County Jail on $ 5,000 cash bail or $ 10,000 insurance bond . Russ is due back in the Town of Lloyd Court on Aug . 29 .
Angel Quintero , 22 , of Milton , was arrested Aug . 17 and charged with Reckless Driving along with other vehicle and traffic violations after he was observed at a high rate of speed passing a vehicle on Rte . 44 / 55 in Highland . Quintero was released on tickets and is due in Town Court Sept . 7 .
Leann DeMaio , 45 , of Highland , was arrested Aug . 15 as a Fugitive from Justice . DeMaio was wanted on a State of Connecticut Superior Court arrest warrant by the Brookfield Police in Connecticut for Larceny 3rd degree and Conspiracy to Commit Larceny 3rd degree . DeMaio was arraigned before Town of Lloyd Judge Elia and remanded to the Ulster County Jail without bail pending extradition to Connecticut .
Town of Marlborough
Philip Jose , 41 , of New Windsor , was arrested Aug . 11 and charged with Operation of a Motor Vehicle – Registration Suspended , Operation of a Motor Vehicle Without Inspection and Moved from Lane Unsafely . He was released on his own recognizance and was due in Town Court Aug . 22 .
Olga I . Leon , 23 , of Middletown , was arrested Aug . 12 and charged with Equipment Violation-No /
Inadequate Plate Lamp and Unlawful Possession of Marijuana . Leon was released on her own recognizance and is due in Town Court Aug . 29 .
Denzel C . Arzola , 24 , of Hughsonville , was arrested Aug . 13 and charged with changing lanes when Hazard and Unlawful Possession of Marijuana . Arzola was released on his own recognizance and was due in Town Court Aug . 22 .
Terrell J . Morgan , 36 , of Milton , was arrested Aug . 13 and charged with Menacing 3rd . He was arraigned Aug . 13 and on $ 750.00 Cash Bail /$ 1,500.00 Secure Bond . Cash Bail Made and Morgan was due in Town Court Aug . 16 .
John M . Jazwinski , 25 , of Milton , was arrested Aug . 15 and charged with Operation of a Motor Vehicle W /. 08 of 1 % or More Alcohol in Blood , Driving while Intoxicated – 1st Offense , Speed Violation : Speed in Zone and Changing Lanes when Hazard . He was released on his own recognizance and is due in Town Court Sept . 5 .
Amber M . Malagoli , 22 , of New Windsor , was arrested Aug . 16 and charged with Failure to Obey Order of Protection Mandate . She was arraigned and held at the Ulster County Jail .
Town of Plattekill
Michael Winfield , 35 , of Poughkeepsie was arrested Aug . 1o and charged with Burglary 2nd , a class C-Felony , Assault 3rd , a class A-Misdemeanor , Endangering the Welfare of a Child 5 counts , a class A-Misdemeanor and Harassment 2nd , a Violation . Winfield was charged after he is alleged to have unlawfully entered the home of a 32 year old female victim and assaulted her in front of her children causing minor injury . Winfield also is alleged to have threatened to kill the female victim . Winfield was arraigned by Plattekill Justice Murphy and remanded to the Ulster County Jail in lieu of $ 5,000 Cash Bail or $ 10,000 Bond .
Jonathan Maycock , 30 , of Plattekill was arrested Aug . 12 and charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd , a class U-Misdemeanor . Maycock was issued an Appearance Ticket and is due in Town Court Aug . 25 .

Joseph Blando , 33 . of Plattekill was arrested Aug . 18 on an Arrest Warrant charging him with False Personation , a class B-Misdemeanor . Blando is alleged to have provided a false name to police officers when stopped for a traffic violation on Aug . 2 . Blando was arraigned by Plattekill Justice Murphy and released on his own recognizance .
Armando Rivera , 21 , of Newburgh was arrested Aug . 20 and charged with Aggravated Unlicensed Operation of a Motor Vehicle 3rd , a class U-Misdemeanor . Rivera was issued an Appearance Ticket and is due in Town Court Sept . 11 .
