Continued from page 3
county was concerned about safety and suggested striping on the road and “ possibly constricting the road width to allow greater leeway for the cars backing out ” onto Philips Ave . The UCPB also drew attention to lighting and signage issues at the site and Brooks said all of these concerns have been addressed by the developer and the Lloyd Planning Board .
The UCPB commented on the proposed Tremont Hall apartment project for the old hardware / lumber yard site on Vineyard Ave .
They recommended that a “ sidewalk or pathway be established along the driveway to accommodate pedestrians walking from the Walkway into the hamlet .” In addition the UCPB wanted to see more details on the landscaping , especially on the walkway , and more information on lighting , signage and storm water drainage details .
Brooks noted that the UCPB may have reviewed older plans of this project and suggested that when possible the Lloyd Planning Board should submit a project ’ s most recent plans to the county .
“ We should take care to not send referrals until they are complete ,” he suggested .
Brooks noted that theses issue have been brought to the forefront and will be addressed as this project progresses .
Overall Brooks said the Lloyd Planning Board “ expressed approval for the adaptive renewal ” at both of these sites .
“ The idea of upgrading existing non-conforming uses is a good thing ,” Brooks stated .
Brooks said his board has accepted a new referral booklet and its associated design manual that has been compiled by the UCPB . Every Planning Board in the county will receive these documents that are “ designed to both explain how the referral process works and to offer suggestions about good planning principles that local boards as well as the UCPB might want to utilize when reviewing projects .”
The UCPB has scheduled a training program on their guidelines and manual for April 13 at 7 p . m . in the Lounge at the Ulster County Community College in Stone Ridge . For more information contact the UCPB at -340-3340 . This free program is open to the public .
