Gavan Hebner
Director of Emergency Management for
Clark County.
If you could put your time and/or money into one thing
in Southern Indiana to make it better, what would it be
and why?
It would be locally owned businesses. Our small business owners
are vital members of our community and the county thrives when
they thrive. I always try to support the local businesses because
they are often the ones supporting the community. I want to see
them succeed and I think it’s important to invest in those busi-
nesses. In turn, you’re investing in Southern Indiana.
How has the coronavirus outbreak impacted your life
most and what will you tell future generations about
COVID-19 from your perspective?
The COVID-19 outbreak has caused many challenges locally and
nationwide. On a daily basis, I join other emergency management

and public health officials
to coordinate our county’s
response to COVID-19.
We spend our days tracking
data, locating and distrib-
uting personal protective
equipment to our county’s
healthcare facilities and first
responders, and working
to flatten the curve. We are
also consistently developing
plans to stay prepared for
whatever may happen in the
days to come. Clark County
has some of the strongest
people in it and I know we
will remain resilient.
The biggest thing I would
tell future generations about the COVID-19 outbreak is this com-
munity truly cares about one another and is absolutely selfless.
