need to focus mortgage help on new-build properties, which generate jobs, and
restrict mortgage help to first time buyers.
But it’s not the state that is going to be the main driver of prosperity and profit,
although it should support the entrepreneurs who will, with better infrastructure. We
tend to think of infrastructure as wholly physical: HS2, railway electrification, access to
