Enabling Transition in Liberia through Civil-Military Coordination

“With an eye toward transition, the United Nations Mission in Liberia (UNMIL) shifted
the role of the UN peacekeeping force from "leading" the delivery of services (security,
reconstruction, social services, etc.) to "enabling" the Government of Liberia to take lead.
The primary measures used by the UNMIL Force in this "enabling" approach were:
