management database serving the global
Peace & Stability Operations (P&SO)
community and providing an online
environment for sharing information and
lessons learned.

The Peacekeeping & Stability Operations
Institute (PKSOI) was initially
established in 1993 as the Peacekeeping
Institute, and its work has included
creation of the SOLLIMS database in
2008. The mission of PKSOI is to
promote “the collaborative development
and integration of Peace and Stability
capabilities across the US government
and the international community in
order to enable the success of future
Peace and Stability activities and
missions.”

Welcome to the 35th edition of the
SOLLIMS Lessons Learned Sampler – Monitoring
& Evaluation for Peace and Stability!
This lessons-learned compendium contains just a
sample – thus the title ‘Sampler’ – of the
observations, insights, and lessons related to
Monitoring & Evaluation available in the
SOLLIMS data repository. These lessons are worth
sharing with military commanders and their staffs,
as well as with civilian practitioners having a
peacekeeping or stability operations related mission
or function, such as those currently deployed on
stability operations, those planning to deploy, the
institutional Army, the Joint community, policy-
makers, and other international civilian and military
leaders at the national and theater level.
