SUBJECT: Investing in Training for, and during, Peace and Stability
Operations
1. GENERAL
Perhaps the greatest “enabler” for successful peace and stability operations is
Training. It is absolutely imperative that contingents, teams, and individuals
designated for deployment to complex environments are properly trained on the
spectrum of peace/stability tasks required to accomplish the mission/mandate –
and that host nation personnel assuming new roles and responsibilities for their
fragile nation/government in the aftermath of conflict/instability are likewise
comprehensively trained to accomplish their new duties. The following selection
of lessons attests to this imperative.
2. LESSONS
a. TOPIC. Global Peace Operations Initiative ( 1594 )
Observation.
The U.S. establishment of the Global Peace Operations Initiative (GPOI) in 2005
has contributed significantly to providing trained peacekeepers to support
peacekeeping operations around the world. The GPOI has also created an
enduring "train the trainer" capability that will continue to provide a steady stream
of peacekeepers to support peacekeeping operations in the future.
Discussion.
Adopted at the 2004 G8 Sea Island Summit, the Global Peace Operations
Initiative (GPOI) launched in 2005 was the U.S. contribution to the G8 Action
Plan for Expanding Global Capacity for Peace Support Operations. It was
established to work with countries to build their capacity for engagement in
peacekeeping operations outside of their own borders. There are 66 partner
countries and three regional organizations. GPOI is U.S. State Department
funded and its annual budget was $68 million for 2015.
