The rest of the medical staff remained aboard the PHB and were transported daily to event sites around Apia. Overall, there appeared to be a disconnect between objectives agreed upon between planners and the Ministry of Health (MOH) and the expectations of the National Health Service (NHS) providers at the sites. HN representatives suggested that tension exists between the MOH and NHS ever since they split into separate organizations, followed by a significant strike in the recent past.
