Allan Gilbert , Siloam Springs City Administrator
The city administrator of Siloam Springs provides leadership , coordination , control and accountability of all municipal services and programs . This office handles the day-to-day operations of the city , as well as the Economic Development division .
On July 10 , 2023 , the city board of directors unanimously appointed Allan Gilbert to the position of city administrator . He assumed the position in August . Gilbert had served as Siloam Springs ’ police chief since January 2020 . He had been hired out of Tupelo , Miss ., where he worked for that city ’ s police department for 27 years , most recently as deputy chief .
“ Leading as the police chief in Siloam Springs was an incredible honor ,” Gilbert said , “ and stepping away was no easy decision . However , I felt a strong pull to contribute to the city ’ s broader development . Bringing in fresh perspectives and a wealth of leadership experience , I feel like this is a job I ’ ve been preparing for my entire career .”
Gilbert was born in Clarksdale , Miss ., but grew up in Chicago . At the age of 24 , he returned to Tupelo , where he embarked on a career journey that led him to serve in the police department until his retirement on Dec . 31 , 2019 .
“ Along my path , I pursued education at the University of Virginia and Moraine Valley Community College ,” he said . “ Additionally , I proudly graduated from both the FBI Mississippi Command College and the FBI National Academy .”
His long , impressive career spans three decades , during which he racked up numerous awards and accomplishments . Among his acknowledgements are five commendations for Meritorious and Exemplary Achievement , a two-time recipient of the Chief ’ s Unit Citation Awards for
Exemplary Achievement , three Commendations for Exemplary Achievement , a Special Recognition Award from FBI Director Robert Mueller for Terrorism Investigations and Achievements in Major Crimes .
“ My career in law enforcement has been an amazing and rewarding experience . With 30 years of experience , 24 of which were in leadership positions , there ’ s hardly anything I haven ’ t encountered ,” he said . “ Throughout my journey , I ’ ve gathered numerous life and leadership lessons . I ’ ve been involved in various national media events , including natural disasters , protests , civil rights demonstrations and community meetings , alongside advisory councils . I ’ ve dedicated thousands of hours to training , encompassing strategic planning , leadership , deescalation , decision making , team building and budgeting .” At the Heart of Siloam Springs Serving as city administrator is a crucial role at the heart of the city ’ s progress . From literally steering the city ’ s path to managing finances , building community connections and ensuring smooth operations , Gilbert ’ s aim is to improve the lives of the residents of Siloam Springs . “ My responsibilities involve creating plans for economic growth , improving safety , transportation and our cultural scene , while also strengthening infrastructure for a better standard of living ,” he said . “ I strive to innovate for economic success while keeping our finances efficient . I partner with civic leaders , leading policy implementation , addressing issues like disparities and accessibility , while advocating for technological progress .”
Managing finances is vital , ensuring careful budgeting , exploring new revenue sources , and maintaining financial integrity through smart management and

In the end , my role is about coordinating efforts to build a connected , thriving and prosperous community .” Challenges and Opportunities “ Stepping into the role of city administrator in Siloam Springs presents both challenges and opportunities on the horizon ,” he said . “ Balancing infrastructure advancement without compromising the city ’ s unique character poses a significant challenge . Equally important is maintaining economic growth while safeguarding our residents ’ well-being . Engaging our diverse community in decision making and resource management remains a crucial focus .”
Yet , within these challenges , Gilbert believes there is room for growth .
“ We ’ re strategically positioned to elevate our city by embracing innovative technologies and fostering collaborations that enhance services and drive economic progress ,” he said .
“ Emphasizing community programs , green spaces and sustainability initiatives holds the promise of enriching residents ’ lives . My goal is to navigate these challenges thoughtfully , capturing opportunities to ensure Siloam Springs thrives as a vibrant and
sustainable community .” Gilbert is particularly excited about the city ’ s infrastructure master plan . This plan concentrates on revitalizing essential components such as water , wastewater and drainage systems , as well as the streets and sidewalks .
“ It ’ s not just about meeting objectives ,” he said . “ It aligns with our citizens ’ desire for a stronger and more efficient city infrastructure . This project truly reflects our commitment to creating a brighter , stronger future for each and every member of our community .”
