Following the conclusion of the 2026 legislative session, AAMD hosted its annual New Laws Seminar to help members understand the new laws and compliance requirements impacting the multifamily housing industry. A special thank you to Pete Muccio and Jonathon Carlson of Tschetter Sulzer Muccio P. C. for leading the seminar and providing valuable guidance on what housing providers need to know.
A major focus of this year ' s seminar was HB26-1013, an important bill for the multifamily industry. HB26-1013 allows landlords to use Ratio Utility Billing Systems( RUBS) to allocate utility costs among residents, provided charges do not exceed the actual utility bill, common-area costs and additional fees are excluded, and the allocation method is clearly disclosed in the lease.
For residential properties permitted on or after July 1, 2027, utilities must instead be measured through direct utility-provider meters or submeters.
Pete and Jonathon also reviewed several other laws passed during the legislative session that will create new compliance requirements for housing providers. Their presentation gave attendees a better understanding of the changes ahead and how to prepare their properties and operations.
