We establish goals for the year |
This past July, the Charbonneau Country Club Board of Directors convened a day-long retreat. The last board retreat was held in Salem three years ago. The gathering serves as an opportunity for board members to review goals and plan priorities for the upcoming year.
One of our directors, Joe Brouillette, presented two informative sessions. The first presentation, titled“ Trust,” delved into the significance of trust in organizational success. The second presentation was“ Building a High Performing Team.” This is a goal the board regularly has its eyes on. As a leadership coach, Joe has presented these valuable concepts to many organizations around the world, so we’ re very fortunate to benefit from his expertise.
Larry Walker, a previous CCC board member, reviewed the foundational topics of ethics, fiduciary responsibility and governance, to which the board attaches great importance. He highlighted characteristics of an effective board director, along

with the significance of having a defined vision and goals. The contributions of both Joe and Larry were greatly appreciated by the entire CCC board.
The remainder of the day was dedicated to reviewing governing documents and goal-setting. Notably, one of our governing documents is the 2040 Vision Plan, which has been carefully developed in recent years. Its vision statement is:“ Charbonneau strives to be a distinctive, thriving, caring community that embodies an active, healthy lifestyle in a scenic, secure environment, with a small town ambiance.” In light of this vision statement, and the key priorities that underpin it, the board has reaffirmed five goals that were retained from last year. Subsequently, we clarified the roles of board members in achieving these five objectives.

Here are our 2025-26 CCC board goals:
1. Continued collaboration with the city of Wilsonville to represent resident interests in improving the bike / pedestrian path on French Prairie Road. In that effort, the board will collaborate with the city as it moves forward. Surveys, town halls and collecting information on the pathway project has been ongoing for many months. Dave Mauk, our vice president and chair of Civic Affairs, is the

coordinator for this goal.
2. Assessment of staffing requirements in preparation for the upcoming 2026 budget cycle. CCC staffing needs have also expanded and changed as our assets have grown by several multiples over the past six years. The executive committee will coordinate this goal.
3. Development of a comprehensive financial dashboard. John McLain, chair of Financial Oversight, is responsible and exceptionally qualified for overseeing this goal.
4. Creation of a comprehensive, long-term plan to update the entire CCC irrigation system. This will involve collaboration with local homeowners’ associations( HOAs) as they continue to update their individual irrigation systems. The specifics for this goal will be shared at a Fireside Chat scheduled for October. Linda Owen and Kathy Harp, co-chairs of the landscape committee, will coordinate this goal, and work closely with the communications committee for the fireside presentation.
5. Identification of options and cost estimates to augment the number of parking spaces available in the Village Center lots. CCC is working closely with the Charbonneau Golf Club on this project. Board members coordinating this are Bubba Heard, liaison for the golf club, and the Emergency Preparedness & Public Safety committee,

and Joe Brouillette, chair of asset management. Charbonneau Village Condominium Corporation owns the parking lot, and has a role in this too.
Setting these goals will enable us to prioritize our work for the upcoming year. Some tasks may be deferred to a later date. This allows us to concentrate our resources on the most critical work before us.
CCC is in the final year of what has been an exceptionally productive six-year campus renewal program. It includes upgrades to the golf club property and facilities, the construction of the pavilion, the merger of the golf club and CCC, the development and construction of the activity center, a major Sports Club upgrade, new docks and watercraft storage for the marina and many Edith Green Park improvements. There were also numerous HOA upgrades throughout Charbonneau during this period.
CCC has a“ new and improved” campus today. This requires that we dial-in a vision and operating plan that’ s consistent with our current profile, and the priorities mentioned earlier. Enhancing the experience for the Charbonneau community is our uppermost goal as we integrate the many capital improvements of the last six years to deliver value and quality lifestyle choices to our residents.
