A Note From The Editor:
An important battle was waged and thankfully won this summer by animal welfare organizations. The borough of West Chester, PA passed a law in July prohibiting the sale of dogs, cats, and rabbits in local pet stores, in an effort to to curb abusive commercial breeding operations, often referred to as“ puppy mills.”
The measure will not only protect animals, but consumers as well, from harmful puppy mill practices, such as inadequate care, early separation from mothers, long-distance transport, and misleading sales practices.
The decision follows a growing movement across the country, where eight states and more than 500 municipalities have enacted similar restrictions to shut down the sale of unethically mill-bred animals. Over 15 towns, boroughs, and municipalities in PA have passed this legislation, including Philadelphia, Pittsburgh, Allentown, and Easton. Sadly, no local counties have done so yet. More communities simply need to step up and prioritize animal welfare to prevent the exploitation of pets.
Reducing puppy mill sales will encourage more families to adopt new pets from shelters, rescues, or responsible breeders. Studies show that 32,000 fewer breeding dogs are now caged in USDA-licensed puppy mills than ten years ago, proving that these laws are working. But there ' s such a long way to go.
