LEARNING EVENT DISCUSSION GENERAL OUTLINE:

1. Setbacks and constraints in Government Procurement

This presents the general issues and concerns that hamper the full attainment of the desired goal of the Philippine Procurement Law, including the various constraints encountered by many government entities, such as the local government units and government line agencies that contribute to the derailment of the timely bidding of their procurement projects and programs and the immediate implementation thereof.

2. The Philippine Procurement Law: Its salient features and recent issuances

This discussion presents and thoroughly discusses the salient provisions and features of RA 9184 which are constantly resorted to by procurement functionaries and practitioners in their procurement undertakings. It also presents the new and recent prescriptions issued by the duly authorized bodies tasked to facilitate and oversee the procurement proceedings, such as the Government Procurement Policy Board and others.

3. Annual Procurement Plan Preparation and Development

This topic presents the template form of the APP. It goes on to present and discuss the guidelines and procedures which must have to be reckoned with and duly considered in the preparation and adoption of the Annual Procurement Plan. It shall likewise provide an opportunity for the participants to have a hands-on experience and exercise in preparing their respective APPs.

4. The rationalization of the Bids and Awards Committee

It is experienced by government entities, especially in the Local Government Units that the BAC is swarmed with so many procurement undertakings and concerns that the members who occupy key plantilla positions could no longer attend to their respective plantilla mandates. More often than not, these BAC regular members spend most of their official time attending to their procurement functions at the expense of efficiently attending to their regular functions. Hence, this topic tries to present some alternative strategic measures to mitigate the scenario so that said BAC members can equally attend to their procurement and regular office functions. The topic further tries to explore recommendatory measures to popularize the procurement proceedings in the light of transparent and participative procurement.

5. Enhanced Government Procurement System

The topic attempts to present and thoroughly discuss experiential strategies in enhancing, simplifying and expediting government procurement proceedings without necessarily violating pertinent provisions of the procurement law. It argues that government procurement undertaking must be viewed and considered as a continuum. Hence, if procurement undertakers aim for efficient procurement, they must not only focus on the procurement process per se, but rather equally consider appertaining concerns, such as the strategic APP preparation; budget and supplies availability; clearance of RROW and other like considerations.
