Like all groups of people, gangs have a hierarchy. You start on top with the Boss, then you get to the hardcore gang members, then the regular gang members, then the wanna-be, and finally the could-be.

The Boss is on top and in change of everyone, then comes the hardcore gang members, they are the second in commands. The regular gang members listen and obey, they are like foot soldiers. The wanna-be is a child or teen who isn't technically in the gang, but hangs out with them, and may be violent. The could-be is a relative of someone in a gang who, because of the influence of the family member, might one day be involved in gangs.
