moon doesn't necessarily mean the beginning of one of the Hijra month. The Moon
moves across the celestial sphere on a very difficult path, and although the new
moon date can be calculated very accurately, the actual visibility of the Crescent is
much more difficult to predict. It depends on such factors as weather, optical
properties of the atmosphere and observer location. Therefore, it is very difficult to
predict in advance when new month will begin.
