City agencies, including Public Works, must maintain the level of baseline cleaning and greening services that were in place before the Green Benefit District was formed. The new funding provides maintenance and capital improvements throughout the entire public right of way in the district, including sidewalk landscaping, street tree plantings, traffic-calming measures, graffiti removal and better lighting. The public right of way accounts for 33 percent of all land in the district, and touches all properties, creating a significant benefit for residents, business owners and visitors to these neighborhoods. The creation of the Green Benefit District was community-driven and entailed a two- year process, which ended July 31, 2015, when the Board of Supervisors approved its formation. The board action came after property owners voted overwhelmingly to support the district, with 76.21 percent in favor and 23.79 percent opposed. The district is roughly bounded by 16th Street, Cesar Chavez Street, Pennsylvania Avenue and Third Street. It encompasses about 1,350 properties – residential, commercial, industrial, vacant lots and open spaces. Assessments are based on property use and square footage. “This gives us a chance to partner more closely with City agencies.
