While concentrations of LEP speakers have historically been drawn to cultural hubs and specific
neighborhoods due to the availability of support services, today they live in every district and area
of the city. Public agencies can no longer rely on historic demographics, but should plan for citywide
outreach in all threshold languages as a regular part of doing business in San Francisco.
