Goal 3: Planning and economic
development at a local
government level
The goal looks at various
planning and economic
development initiatives to
build safer communities,
healthier communities and
environmentally aware and
active communities.
SALGA’s role in achieving this
goal is to provide support and
advise municipalities in initiatives
that aim to improve or build municipal capacity to
create conditions necessary for the development
of economic and job opportunities.
The activities in goal three addressed the
following SALGA mandates:

Highlights of performance
Spatial planning and land use management
trainings
Following the operationalisation of the Spatial
Planning and Land Use Management Act,
2013 (Act No. 16 of 2013) (SPLUMA) on 1 July
2015, SALGA, in collaboration with provincial
partners, organised training in the North West,
Mpumalanga, Limpopo, Eastern Cape, Gauteng
and KwaZulu-Natal provinces. The purpose was
to strengthen the capacity of municipal officials
and councillors to ensure municipal readiness
for implementation.

of the SPLUMA to encourage participation and
engagement around practical implications for
municipalities.

spaces, as well as empower municipalities
to negotiate with developers for specific
development outcomes.
NDP, IUDF and IDPs dialogues
The national development plan (NDP), adopted
in September 2012, aims to eliminate poverty
and reduce inequality by 2030. The goals of
the NDP can be realised through collaboration,
public policy implementation alignment and
joint efforts by all spheres of government, society
and the private sector in growing an inclusive
economy, building capabilities, enhancing the
capacity of the state, and promoting leadership
and partnerships throughout society.
The integrated urban development framework
(IUDF), approved on 26 April 2016, and the
2016-2019 IUDF implementation plan aim to
cultivate a common understanding across all
spheres of government and society about how
best to manage urbanisation and achieve the
goals of economic development, job creation
and improved living conditions for the country’s
people.
In preparation for the next generation of IDPs,
SALGA convened a dialogue on the alignment of
the NDP, IUDF and IDPs with municipalities in
Limpopo, Mpumalanga, Northern Cape, Eastern
Cape and the Western Cape. The dialogues
assisted municipalities in the following:

From the training, SALGA gained an
understanding of the challenges experienced by
municipalities, most notably on the aspects of
land use management systems.
SALGA undertook the development of guiding
strategies for municipalities to develop a new
generation of land use schemes and other tools
and techniques that facilitate and promote

Determining the value proposition and
policy recommendations of the NDP and
IUDF;
Reflecting on the enablers and disablers
of synergy between the conceptual
framework of IDPs and the resultant
impact;
Reflecting on the intergovernmental
challenges
inhibiting
seamless
coordination; and
Highlighting the mutual stakeholder
expectations for implementing the NDP,
IUDF and IDPs.
