Performance information The assessment piloted 27 municipalities to analyse their budgets and programmes on gender mainstreaming. Three municipalities from each of the nine provinces were selected. The selection criterion was that there should be a representation of metropolitan municipality, a district municipality and either a rural or urban local municipality. Data was collected by reviewing municipal integrated development plans (IDPs). Heritage Together with Khensani Heritage Centre (KHC), SALGA entered into a MOU-partnership which is currently conducting a situational analysis and baseline assessment. The purpose of the assessment is to establish how municipalities’ heritage programmes are funded. Cemeteries Cemeteries is a term that embraces cemeteries, crematoria and funeral parlours (CCFP). The inclusion of crematoria and funeral parlours is per the provision of the Constitution of the country. SALGA facilitated a stakeholder engagement on the outcomes of cemeteries assessment, with special focus on the available assessment information of cemeteries and on health related issues, regulation and standards in funeral parlours. Libraries Local, provincial, and national government authorities are required to provide services to all communities in their jurisdiction in a fair, equitable and sustainable way. The government programme of action (Outcome 12) requires government departments to develop geographic access norms and, where appropriate, set targets for reducing the distances people have to travel to reach services. SALGA drafted an advocacy strategy for increased funding for municipal libraries. As part of implementing the strategy, SALGA engaged in a series of stake holder meetings with the Department of Arts and Culture and National Treasury on the conditional grants for municipal libraries. A set of recommendations was agreed 66 on to resolve identified issues. This includes the organisation of follow-up meetings which will include other stakeholders and participation of SALGA in the MinMEC platform related to libraries. Crime prevention and police A workshop on violence and crime prevention (VCP) was held by SALGA, GIZ and other primary stakeholders. One of its recommendations was for SALGA to organise a meeting with other stakeholders such as National Treasury, CoGTA and GIZ to discuss the inclusion of safety matters in the councillor induction programme. Terms of reference were developed for the establishment of the public safety and security structure to, among others, coordinate all stakeholders on public safety and security and implement the SALGA-CoGTA-GIZ safety tool. Sport recreations and infrastructure SALGA has developed a SALGA national games model for implementation by locals, districts and metros. SALGA has produced audits related to the fiscal and infrastructural components of sport facilities in local communities. These audits will add value for SALGA to, among others, support municipalities with the use of municipal infrastructural grants (MIG) allocated for sport.
