Governance Corporate governance SALGA governance structures consist of the national conference, provincial conferences, national members assembly, provincial members assemblies, national executive committee, provincial executive committees, national working groups, provincial working groups, audit and risk committee as well as performance and remuneration committee. Its point of departure is to strengthen the local sphere of government in delivering a developmental agenda that is aligned to national strategic priorities and reinforces the work of the national and provincial spheres of government. The eradication of poverty and unemployment, alongside the stimulation of growth, lies at the heart of local government’s mandate and finds expression in the government-wide programme. As the front-line of service delivery, local government also plays a pivotal role in consolidating and deepening democracy at grassroots level. The SALGA constitution outlines and defines the roles and responsibilities of its political governing bodies. In an effort to improve the coordination and alignment of the SALGA governance structures at provincial and national levels, the SALGA national members assembly (NMA) of March 2008 adopted the SALGA governance framework. The framework allows for the effective consultation, mandating and reporting between structures and further allows Delegates at the SALGA 5 th national conference 32 for effective decision-making by SALGA. The schedule of meetings allows for the national executive committee (NEC) to convene every three months and for provincial executive committees (PECs) and national and provincial working groups to convene in between meetings of the NEC. The following are SALGA’s strategic governance structures that convened during the period under review. National Executive Committee A strong new 28-member national executive committee (NEC) was formally elected at the fifth national conference of SALGA held in Sandton on 28 November to 1 December 2016. The NEC consists of: • • • • • • • The president of SALGA; Three deputy presidents; Fourteen additional members; Provincial chairpersons of SALGA, who are ex-officio members of the NEC; The chairperson of the SALGA national women’s commission, who is an ex- officio member of the NEC; and The head of administration, who has no vote. The NEC may further co-opt no more than three additional members.
