Strategic overview reconstructed around a common commitment to a developmental role for local government. The negotiation of this partnership requires vision and leadership, as well as considerable expertise in labour relations, bargaining, conflict resolution and human resource management and development.
SALGA makes a strong contribution to the development of municipalities throughout the country, through, for example:
• The provision of specialised services to supplement and strengthen the capacity of municipalities;
• Research and information dissemination;
• Facilitating shared learning between municipalities;
• Human resource development; and
• Councillor training. The training of municipal councillors is not the responsibility of the Local Government Sector Education and Training Authority. SALGA plays a major role in councillor training, and an intensive councillor training programme is implemented to coincide with the election of new municipal councillors.
The Local Government: Municipal Systems Act:
The Local Government: Municipal Systems Act, 2000( Act No. 32 of 2000 as amended in 2003, 2006 and 2011) provides that all municipalities must comply with any collective agreement / s concluded by organised local government on behalf of local government in the South African local government bargaining council. It suggests that all municipalities are bound by the terms of agreements negotiated by organised local government( represented nationally by SALGA) with the trade unions.
The Municipal Finance Management Act:
The Municipal Finance Management Act, 2003( Act No. 56 of 2003) exists to secure sound and sustainable management of the financial affairs of municipalities and other institutions in the local sphere of government. The Act establishes treasury norms and standards for the local sphere of government and provides for related matters.
The Intergovernmental Relations Framework Act:
The Intergovernmental Relations Framework, 2005( Act No. 13 of 2005) establishes a framework for local government and other spheres of government to promote and facilitate intergovernmental relations, to provide for mechanisms and procedures to facilitate the settlement of intergovernmental disputes, and to provide for related matters.
SALGA constitution:
The constitution of SALGA as amended in November 2016 guides all the activities of the organisation. It has undergone five phases of development and was first adopted in May 2000.
The Medium-Term Strategic Framework( MTSF):
On 2 December 2009, Cabinet approved the local government turnaround strategy of the Department of Cooperative Governance and Traditional Affairs( CoGTA). This resulted in Cabinet prioritising 12 outcomes for the remaining years of the MTSF:
