Performance information
Senior managers induction programme
The senior managers induction programme( SMIP) is aimed at strengthening the capacity of political and administrative leaders from identified municipalities to achieve service delivery objectives in the complex municipal environment and to provide a platform for municipal leaders to share approaches to common governance problems.
In the period under review, 146 officials were trained in Eastern Cape, Free State, KwaZulu- Natal, Limpopo, Mpumalanga and Northern Cape.
The participation on the SMIP by senior managers contributed to enhanced understanding of legislative framework and applicable governance practices and policies. High level of professional competence( knowledge and skill), experience, behaviour and ethics on the part of local government officials, both appointed and elected, especially those at the senior executive level( professionalism), is being promoted.
Performance management support( PMS)
To capacitate workforce and municipalities with performance management and deepen the knowledge and understanding capabilities of municipalities, SALGA provided hands-on support to at least 27 municipalities. Performance management training was also provided to at least seven municipalities to enhance municipal performance and improve service delivery and municipal audit outcomes.
Human resource policy support
SALGA participated in the drafting sessions for the determination of the upper limits of the total remuneration package payable to municipal managers.
SALGA developed a position paper to respond to the proposed local government: municipal staff regulations and implementation guidelines. SALGA’ s comments were submitted to the Minister of CoGTA, in furtherance of its quest to preserve the municipal council’ s constitutional authority, protect the bargaining council’ s scope of authority while closing policy implementation gaps within some areas of the human capital value chain in so far as areas that are not regulated and to institutionalise uniformed norms and standards.
SALGA also facilitated overall compliance improvement with employment equity legislation, health and safety and compensation for occupational injuries and diseases act, through various engagements with the Department of Labour( DoL), and through hosting various awareness creation and knowledge sharing sessions with member municipalities.
