Progress to Date
The plan is being guided by the Safe Systems Approach , which is a framework developed by the US Department of Transportation . This approach stresses that roadway safety is a shared responsibility with interconnected elements that must all be addressed to achieve a reduction in fatal and serious injury crashes .
There are six guiding principles that act as overall goals for safety improvements and five functional elements of roadway safety : safe speeds , safe roads , safe road users , safe vehicles , and post-crash care .
Within this framework , the project team is working to ensure that the final Plan contains actions related to each element and identifies responsible parties for each action .
