Plan Priorities Mason described the crash profiles , which are contextual and contributing factors that represent a high share of crashes , and so these are emphasis areas for the plan . The two crash profiles are for crashes that occur at signalized intersections along major arterials and for crashes that occur in Disadvantaged Communities and within a half mile of schools . The project team will be identifying countermeasures that would reduce the likelihood of common crash factors at crash profile locations . The crash profiles also include crashes that involve vulnerable road users – motorcycles , bicycles , and pedestrians – so recommended countermeasures will also aim to improve safety and visibility of vulnerable road users .
Apply Countermeasures The plan addresses specific project locations with engineering countermeasures , but the plan will also have action items to address safety more holistically . Educating , training , and enforcement are some of the other safety eUorts that can be community driven .
The project team wants to think about not only where historically crashes are occurring , but what are likely areas for crashes in the future based on the data gathered during the process – and address safety across the transportation network .
The project team discussed how coupling “ self-enforcing ” street design with community eUorts can improve traUic safety in the following manner :
• Engineer roadways to reduce likelihood of speeding and other contributing factors ( i . e . narrow vehicle lanes , install traUic calming devices )
• Educate public on new safety eUorts , and work with organizations for education , training , and other programs
In addition , apply a Systemic Approach . Focus recommendations on not just high-crash locations , but all locations with similar contexts and design to high-crash locations ( assumes that reported crashes are generally representative of unreported crashes ).
