PROFILE UMNGENI-UTHUKELA WATER
Minister’ s message
Sustainable water resource management remains critical and depends on strong partnerships across government, communities and the private sector. While most water challenges persist at municipal level due to skills shortages, capacity constraints and high water losses, uMngeni-uThukela Water has played a vital support role to municipalities, restoring dysfunctional schemes and expanding access to reliable water services. Key achievements include the completion of the Hazelmere Dam wall-raising project, targeted municipal interventions, and continued progress on the uMkhomazi Dam Project, which will significantly enhance regional water security.
However, rising municipal debt and non-revenue water threaten sustainability and require decisive action. uMngeniuThukela Water’ s 2024 / 25 Annual Report underscores the social dimension of water provision, highlights gender and rural inequities, and reaffirms the commitment to clean governance, financial discipline and the constitutional right to safe water for all.
Chairperson ' s note
As the Board, we remain committed to good governance, financial integrity and high-impact service delivery. In today’ s dynamic, often unpredictable environment, the role of public institutions has never been more important. Faced with growing service delivery demands, socio-economic disparities, climate pressures and fiscal constraints, public entities must operate with agility while maintaining absolute integrity. For an institution like ours, whose core purpose is the provision of essential water and sanitation services, success depends not just on operational efficiency but also on the strength of our governance frameworks. Navigating this complexity requires a deliberate focus on accountability, transparency and ethical leadership in order to build trust and deliver consistent value.
The organisation continues to benefit from the strategic direction of a capable and effective Board supported by a focused executive leadership team and well-established governance structures. Together, these pillars have enabled us to fulfil our developmental mandate with discipline, foresight and resilience.
