Art . < 18 . th > 16 th
At the first meeting of the Gr . d Council after the 27 . th of December , the Gr . d Treasurer shall Render in his account –
ARTICLE XVIII .
At the first Assembly of the Grand Council after the 27 th of December , the Grand Treasurer shall lay before it his accounts .
Art . < 19 . th > 17 th
No Orders for money upon the Treasurer , shall be Valid , but , those made is a full meeting of a Gr . d Council – and no money out of stock , shall defray any of the Charges , at any of of the Councils meetings in ordinary , but be paid out of the Respective Member ’ s own purses –
Art . < 20 . th > 18 th
Any Memorial , Petition or Complaint , that shall be brought before the Sov . n Gr . d Council , when President is present in the Gr . d Council , said President ( tho ’ a member of the Gr . d Council ) has no vote , in the debates of his council ’ s complaint , nor has he leave to speak in said debates ; as said Complaints must all be brought in Writing , unless the President of the Sub . me Gr . d Council , shall call , and Require some Eclareisement in said debate , of the said Council ’ s President and member –
ARTICLE XIX .
No order on the Treasurer for money shall be given except by the President or the two Grand Wardens ; and that only on a resolution of the Grand Council , mentioned in the order , as also all payments of the said funds . None of the funds shall ever be used to pay for banquets , which shall always be paid for by common contributions of all the brethren .
ARTICLE XX .
When any memoir , petition , or complaint is sent to the Sovereign Grand Council , by a particular council , the President whereof is a member , he cannot vote , nor even express his opinion , unless requested to do so by the President of the Grand Council .
Art . < 21 . th > 19 th
The Subs . te Gen . l and the 2 first Gr . d Officers , cannot be deprived of their offices , buts by the Gr . d Council of Quarterly Communication , in legal Complaints being made and brought in deliberation ; and then their abdication shall be made in full Gr . d Council – The Subs . te Genl . s place can only be filled up again , by appointment of the Sov . n of Sovn . s and Most Powerful Chief and the 2 first Gr . d Officers in grand council of quarterly communication , by the plurality of votes .
ARTICLE XXI .
The Grand Inspectors and Deputies , and the two first Grand Officers can be removed from office only by the Grand Council of Quarterly Communication of the Princes of the Royal Secret , for legitimate reasons openly discussed , and when the proofs against them are clear and conclusive ; but these officers may resign in the Grand Council . The Grand Inspectors and Deputies can be replaced only by appointment by the Sovereign of the Sovereigns and the Most Puissant Princes of the Grand Council of Communication .
