Prof. José Carlos Noronha and
Dr. João Pedro Oliveira pub-
lished in the journal Arthroscopy
Techniques, the surgical tech-
nique Inside-out tibial tunnel drill-
ing technique for all-inside anterior
cruciate ligament reconstruction,
in which they describe “a modifi-
cation of the original technique”
of reconstruction of the anterior
cruciate ligament (ACL), where “they
keep both corticals intact” and avoid
“the use of a retrograde drill aiming
device, both in femur and in tibia”.
The authors describe an “easy and
reproducible all-Inside technique
for ACL reconstructing, using the
semitendinous tendon in a 4-strand
fashion construction and cortical
suspensory fixation devices”. In this
technique “tibial socket is made
through an anterolateral portal, for
inside-out tunnel drilling, using a
flexible reamer”. In this way, it is
possible to perform an all-inside ACL
reconstruction (with all the advan-
tages and disadvantages of this
technique) and saving the retrograde
drill (that in many cases must be
used in duplicate), which translates
into a direct impact on the cost of
the surgical procedure, making it
also economically more desirable,
without modifying the premises
of the all-inside ACL reconstruc-
tion technique. Associated with the
detailed description of the tech-
nique, the authors include a video
and a set of informative images,
which in the whole make this article
very rich and pedagogical. The text

The UEMS (Union

represents more
than 50 medical
disciplines,

including 43 specialty sections, which
are considered independent special-
ties. There are 37 member countries
and it represents more than 1.6
million of medical specialists. Sports
Medicine (MD), by its multidiscipli-
nary nature, is included in a group
called Multidisciplinary Joint Committees
(MJC), whose current president is Prof.
Doctor Nicolas Christodoulou. At the
meeting held in Limassol, Cyprus, on
23/06/2017, the direction of the UEMS
MJC Sports Medicine decided to ask
the President of SMPD, Prof. Doctor
João Paulo Almeida, the indication of
“4-5 senior doctors who have dedi-
cated a his medical career in the
service of MD, in order to propose
them to be Fellows”, accompanied by a
paragraph explaining such an
indication. The SPMD decided
unanimously to indicate the following
doctors, with the criteria being only
specialists in MD and the oldest in
active clinical exercise: Nelson Puga,
Basil Ribeiro, José Ramos, Vitor
Rodrigues and Marcos Miranda.
XVI Days of Sports medicine
Coimbra, April 14, 2018
Portuguese Society of Sports Medicine
On 14/04/2018, the XVI Journeys
of the Portuguese Society of Sports
Medicine (SPMD) were held in
Coimbra. The event took place at the
Coimbra Military Health Centre and
was attended by around 70 partici-
pants, the vast majority were young
doctors. The organization of the
event took into consideration some
issues which, by their specificity, do
not always receive the attention they
deserve in this type of event. Thus,
the morning was dedicated to exer-
cise in extreme environments, with
lectures dedicated to heat, depth
and altitude. In the afternoon, there
was a roundtable on “Planning and
medical organization in Sport” with
the participation of people from the
Health and Performance Unit of the
Portuguese Football Federation. To
close the journeys, persons of relief
on sports physiology were invited to
address the theme “VO2Max: Con-
sensus and controversy.” The XVI
journeys of the SPMD were in an
environment of informality guided
by the active participation of the
audience and sharing of experiences.
In the end it was announced that the
annual congress of SPMD will take
place in Braga, from 15 to 17 Novem-
ber 2018. Dr. José Pedro Marques
The report on Physical activity (AF)
for health (WHO Global Action Plan
On Physical Activity 2018 − 2030) will
be presented in the City of Football
(Oeiras) on June, the 4 th , and shall
have the presence of the Director-
General of WHO. The purpose of this
document is unique: to promote the
regular AF in all countries. The “out-
break of rapid and global increase
in non-contagious diseases and
mental illnesses, and its negative
impact on health, wellbeing, quality
of life and economic development”,
as well as “the knowledge that the
increase in AF and the reduction
of sedentary activity can prevent
at least 3.2 million of non-commu-
nicable diseases per year, reduce
disability and mortality and the
economic effort in health systems
and increase the number of healthy
living years “has caused this Com-
mission to recommend to the 71 st
World Health Assembly the adoption
of this report. It calls for the relative
reduction of 15%, in relation to 2016,
of the global prevalence of physi-
cal inactivity in adolescents and
adults in the year 2030 and calls on
the member states to implement a
global AF action programme.
