In order to assess the administrative burden on the applicant during the establishment process, it is also
important to consider the number of regulatory entities that need to be contacted to obtain the necessary
permits. The higher the number of authorities to be contacted, the more time-consuming the procedure
becomes for the applicant. In many states, businesses still need to contact a separate entity for each
required permit, e.g., the municipality, a regional authority in charge of planning and building matters, an
agency for the protection of the environment. Across the analysed countries, the number of contacts
ranges between 1 and 4.
The highest amount of the involved entities is observed in Ukraine. A retailer needs to interact with four
entities: the municipality, Urban Planning and Architecture Authority, State Fire Inspectorate, and Sanitary
and Epidemiological Station.
In Moldova, the establishment process is organised most efficiently compared to other countries, as it is
conducted through a one-stop shop system.
