• Francis Loughheed is a is a leading consultant in the areas of performance measurement , strategic planning and business intelligence technology . As a consultant , he has worked with several Departments and Agencies of the Government of Canada with a focus on performance measurement and strategy . His clients include ; Natural Resources Canada , Canadian Food Inspection Agency , Industry Canada , Canadian Heritage , Indian and Northern Affairs , and Public Health Agency of Canada , amongst others .
• From 2013 to 2016 , Francis was engaged as Strategic Planning Advisor for the St . Lawrence Seaway Management Corporation . In that role , he was the internal lead on the update to the corporate strategic plan , the annual updates to the organizational operational plan and redeveloping the corporate performance measurement system and SAP Business Intelligence software update . This work led to the creation of an integrated approach to Strategy , Corporate Planning and Performance Measurement . He calls this process Results Based Strategic Management .
