• Francis Loughheed is a is a leading consultant in the areas of performance measurement, strategic planning and business intelligence technology. As a consultant, he has worked with several Departments and Agencies of the Government of Canada with a focus on performance measurement and strategy. His clients include; Natural Resources Canada, Canadian Food Inspection Agency, Industry Canada, Canadian Heritage, Indian and Northern Affairs, and Public Health Agency of Canada, amongst others.
• From 2013 to 2016, Francis was engaged as Strategic Planning Advisor for the St. Lawrence Seaway Management Corporation. In that role, he was the internal lead on the update to the corporate strategic plan, the annual updates to the organizational operational plan and redeveloping the corporate performance measurement system and SAP Business Intelligence software update. This work led to the creation of an integrated approach to Strategy, Corporate Planning and Performance Measurement. He calls this process Results Based Strategic Management.
