STIGMATIZATION OF VICTIMS TO LEGITIMIZE THE CRIMES
In ten (10) of twelve (12) cases there is an obvious stigma of victims intended to legitimize the crimes as necessary actions in the context of the armed conflict, which is equivalent to 83% of documented cases. Worth noting that in the remaining two cases relating to extrajudicial executions of "X and "Y" is not evident and direct subsequent stigma, since their communities or their family members at the time of the occurrence of the facts protested and" they were able to prevent handling of the crime scene, whereupon, the military units responsible for the operative reported them as errors or collateral damage in combat.
OF THE FORCED DISAPPEARANCE OF PEOPLE
Between March 1991 and March 1992, in two places nearby, located on the road that leads from Barrancabermeja to Bucaramanga, six (6) victims of enforced disappearance are recorded. All crimes attributed to members of the battalion "Nueva Granada", who allegedly earned from so-called military checkpoints for the Commission of these victimizing acts.
THE ACQUIESCENCE OF THE OFFICERS OF THE STADIUM IN THE CRIMINAL ACTIONS OF THE PARAMILITARIES
Paramilitarism has been an evolution over time and several phases from its institutional genesis in the Decade of the 60's with the doctrine of national security (according to the analysis of context developed in this report); always acting with the acquiescence and connivance with the armed forces and police. Reason why, despite its evolution and its phases, paramilitarism has always been an armed force to the service of State terrorism; as in the case of Blake vs Guatemala:
“…the CIDH determined in the Blake case […] that civil patrols created as self-defense groups should be considered as agents of the State, acting with the acquiescence of the same: Consequently, the Court states that the acquiescence of the state of Guatemala in the Carrying out such activities by the civil patrols, they allow to conclude, that these patrols must be considered as agents of the State, and therefore, imputable to this one the acts by them practiced…”
In the particular case of the extended the northeastern neighborhoods of Barrancabermeja massacre, we argue the acquiescence and connivance of the national police with the AUC.
