“ The African population and people of African descent in Spain have been rendered invisible by centuries of policies that promote a Eurocentric project that is oblivious to its true cultural and population diversity . Despite previous parliamentary initiatives , specific laws , with an intersectional perspective , of recognition and reparation for slavery and colonial crimes , in which Spain has been an active part , have still not been implemented . The concept of socially , culturally and economically relevant historical memory is not applied , although it continues to be a determining factor in the country ’ s history . Furthermore , it is essential to recognise the initiatives of communities of African descent , who have fought against slavery and colonialism in the past and who continue to fight against the violation of rights and social , economic and political disempowerment ”.
Under this formula , this PNL justifies its need , which is part of the set of actions promoted by the UN and UNESCO within the framework of the International Decade for People of African Descent . This legislation , which fosters diachronic and synchronic reparation measures , including plans against racism , the review of school curricula , the creation of memorials about the history of people of African descent and the removal of street names and monuments to slaveholders . The PNL , promoted by Unidas Podemos , did not complete its parliamentary procedures and expired at the end of the legislature .
