means the individual may not serve in the indicated role or should be recused in accordance with the rules for recusal
( see next page ). If the facts and circumstances are contentious or otherwise unclear , the chair of the Leadership
Council , PPEC , or MEC may submit the issue to a vote of the entire committee .

means the interested member may have a conflict of interest . The Chief of Staff or chair of the committee should consider the facts and circumstances and determine whether the conflict would make it difficult for the individual to be fair and objective in performing a review , whether the individual ’ s service might inhibit the full and fair discussion of the issue , skew the recommendation of the committee , or otherwise be unfair to the practitioner under review . In considering the facts and circumstances , the Chief of Staff or applicable chair may determine that a potential conflict is not significant enough to prohibit the person from serving in the designated role because of the check and balance provided by the multiple levels of review and the fact that the committee at issue has no disciplinary authority . The Chief of Staff or chair of the applicable committee may submit the issue of whether there is a conflict of interest to a vote of the entire committee . No Medical Staff member has the right to demand the recusal of another member .
