( i ) No member has a right to compel disqualification of another member based on an allegation of conflict of interest .
( j ) The fact that a department or committee member or Medical Staff Leader chooses to refrain from participation , or is excused from participation , will not be interpreted as a finding of an actual conflict of interest .
