SINGLE-FAMILY BUILDING PERMITS According to the number of single-family building permits issued , residential building stalled in Floyd and Clark Counties between 2008-2011 , after suffering a sharp decline between 2006-2008 . Floyd County saw a small but steady increase in 2012 and 2013 , but a decline in 2014 followed by a steady rise through 2016 . In both 2017 and 2018 , down shifts once again occurred . Clark rebounded considerably in 2018 and 2019 while Floyd remained relatively neutral in growth .
