Electric Bicycles : What You Need to Know to Stay Safe and Follow the Law

Like many cities across south Orange County , Laguna Niguel has experienced an increase in Electric Bicycle ridership . If you or a family member ride or are considering riding an electric bicycle ( e-bike ) in and around Laguna Niguel , please take the time to learn the rules of the road and follow guidelines and recommendations for riding safely and legally .
By having proactive conversations with your child or loved one , you can help keep them safe as they ride their e-bike throughout the community .
Misuse or unsafe operation of an e-bike may lead to tickets and / or fines regardless of the age of the rider ( s ).

CYCLING RULES OF THE ROAD

All cyclists ( e-bike riders included ) are subject to all the same rules of the road as motorists . Cyclists who don ' t follow the rules are subject to ticketing and fines as defined by the California Vehicle Code or Municipal Code .
➢ Traffic lights , signs , and signals apply to all road users , including bicycle riders .
Cyclists must ride to the right edge of the road as practical . If you ' re riding slower than traffic , ride in the bike lane . You can leave the bike lane to turn left , pass someone , avoid a road hazard or avoid cars turning right .
➢ Cyclists can ride no faster than five mph on City sidewalks and must yield the right-of-way to pedestrians .
Riding against the flow of traffic and weaving in and out of traffic is prohibited .
When a bicycle lane is available , bicyclists are required to use the bike lane unless they are traveling as fast as traffic .
It is illegal to carry passengers on your electric bicycle unless your bike has an extra permanent seat or when using a child safety seat .
Important Safety Practices ➢
Always wear a properly fitted bicycle helmet with the chin strap securely fastened .
➢ Learn hand signals and use them appropriately . ➢
Be aware of other road users , and try to match the average speed .
Make eye contact with drivers before entering any intersection .
➢ Ride defensively – never assume others see you .
