GPF ’ s Mission
The GPF ' s mission is deeply intertwined with addressing the housing shortage in Gauteng , a challenge of monumental proportions with a backlog estimated at over 1.2 million people . In a province with a population of over 15.2 million people , representing just over a quarter of the country ' s population , and with approximately 1.55 million people migrating into Gauteng between 2016 and 2021 , the need for accelerated delivery of quality , integrated human settlements have never been more apparent .
2022 , actively encourages private sector involvement , emphasising the pivotal role it plays in addressing the housing backlog in the province .
The organisation ’ s primary function is to leverage senior funding for affordable housing from financial institutions . Kwele expands on this , stating , “ This translates into a value proposition that has and continues to seek to offer the market innovative funding products designed to provide the junior of debt , which is favourably priced relative to the market , thus facilitating project feasibility and enabling senior funders to mitigate their financing risk .”
Originally mandated to focus on social and affordable housing , the GPF has undergone several transformation processes in response to changing sociopolitical and strategic imperatives related to housing delivery and human settlements . The success of its initial mandate is evident , with over 20,000 social and affordable housing units successfully delivered .
In 2017 / 18 , the GPF received a mandate expansion to move beyond the affordable housing market and raise capital for mega projects , overseeing their implementation . This involved raising funds for the overall mixed-use development of mega projects , encompassing human settlements as well as social and economic amenities .
