Infrastructure Sharing towards Resource Conservation

Over last few decades, many flyovers & bridges over rail
(Or vice versa) have been constructed. These structures
are quite heavy duty and ample space is available which
can be conveniently utilised for Grain storage with limited
augmentation as dictated by grain storage system. But this
cost should be marginal and separate allocation of land could
be avoided. Thus we can have distributed grain storage
system in the vicinity of Rail and road. However at planning
stage the coordination of different agencies would be called
for including cost sharing.
Case 2: All out efforts are visible to augment the energy
sources in last few decades. In recent time the trust towards
renewable sources is visible to replace fossil fuel.

n the development phase, infrastructure
invariably is augmented. Probably our country
has embarked progress in Infrastructure
augmentation since last decades of last century
and pushed more rigorously thereafter. These
infrastructure projects are visible in many
sectors such as Indian Railways, Power stations, Highways
and roads network, Agriculture, Industrial, communication,
Metros or Rapid transit system for urban population and
many others. Invariably for each of the task, the agencies are
working in standalone mode under different ministries. Hence
the coordination & control is obviously decentralised and to
me an opportunity is lost for possible mutual support. These
points will be elaborated with few examples in subsequent
paragraphs.
Here is a simple question- Whether this waste water may be
utilised after suitable treatment for Agriculture purposes in the
adjoining area? There by conserving resources. Such action
would also preventing pollution of rivers if waste has been
diverted away from it.
Case 5: Government of India has commitment for health care
for all. However, for villages at remote locations, many of the
facilities and expert doctors cannot be positioned and hence
facilities may remain under utilised. So it gives an idea of
mobile facilities or lab on wheels. IR may be able to contribute
towards Health care. It is proposed to convert a Rail coach
into a small Laboratory or a clinic. These coaches may be
hauled from one village to another as per predetermined time
