centre . Here he mentioned the new testing methodology where in the past a learner would possibly have to learn only five scenarios in order to pass their trade certification where the new process involves knowledge of around 100 scenarios – covering pretty much the entire scope of what they would learn under the new framework thus ensuring a better quality rather than , “ coaching to pass the test and learners not knowing any of the other essential aspects .”
He also offered the group insight into the future of trade testing in South Africa - how and what will change in terms of qualifications and part qualifications with a brief overview of the old structure versus the new occupation categories that are already on the Quality Council for Trades and Occupations ( QCTO ) system . He also gave a high-level overview of outcomes / new exit points as well as the extended timeframe and requirements of apprenticeships under the new framework and the proportions of time to be spent at the training provider and workplace provider respectively . Noted was the fact that the new framework allows for apprentices to also obtain a “ part-qualification ” in subdivisions of the overall qualification – for example only unitary equipment or vehicle air conditioning .
Laidlaw then took attendees through the process and requirements of safe handling of refrigerants that has been formulated into a new national training programme – essentially meaning all accredited training providers around the country will run the same curriculum developed by the South African Refrigeration and Air Conditioning Contractors Association ( SARACCA ) – and where Laidlaw was also instrumental in its development . The discussion followed how one would go about applying for safe handling training and assessment with SARACCA , the procedures and documentation required and the need for renewal as directed and mandated by various legislation in South Africa – namely SANS 10147 , the Pressure Equipment Regulation and the Occupation Health and safety Act . This is a three-yearly re-accreditation . It was also discussed that practitioners need to ensure renewal in time .
Barney Richardson , director of SARACCA who was in attendance , was given an opportunity to discuss the critical
requirements of the information provided , and used the various categories of practitioners as broad examples . He stressed the need for proper documentation to be provided to ensure the practitioner gains the appropriate level and also to ensure a smooth and efficient process . He stated that should the applicant not provide the correct information , they may well receive a lower practitioner category that for example will leave them in a position that they cannot sign off on certificates of conformance .
In conclusion , Laidlaw stressed the importance of quality saying that training must be given and completed must produce quality apprentices – industry doesn ’ t want a low-bar candidate to work with – nor does it help anyone , when in the workplace apprentices don ’ t get the appropriate experience , so outcomes are as much a responsibility of the employer . An example of practicing the use of a vacuum pump was given while the apprentice spends all of their time sweeping or painting plantroom floors . The new framework as well as safe handling programme aims to achieve this quality while there is also a note that training at all providers is catering to a scarce skill .
There was also mention that the new education and training system ties into the country ’ s phaseout plan for HCFC ( and HFC ) refrigerants according to the requirements and obligations of the Montreal Protocol .
After a short Q & A session , guests were invited to engage any of the ACRA team for further discussions . Fox then addressed the group , thanking ACRA for hosting this first in-person event since the initial lockdown more than two years ago , and proceeded to present Laidlaw with a gift for his participation in their technical talk schedule .
Guests were then invited to participate in networking as well as some snacks and beverages . RACA
