The clause 3 in regulation 17 mentions an Approved Inspection
Authority (AIA). An AIA inspector would become involved when
the size of the refrigeration system and components fall into the
categorisation defined in SANS 347 in category II and above.

SANS 347 defines five categories of hazard. Sound engineering
practice (SEP) applies to equipment that is not subjected
to conformity assessment but that shall be designed and
manufactured in accordance with sound engineering practice
(best practice) in order to ensure safe use. Such equipment
shall ensure that design and manufacture take into account all
the relevant factors that influence safety during its intended
lifetime. The tables in SANS 347 define where SEP lies. The
Authorised Refrigeration Practitioner must provide a CoC for the
work on this equipment.
The next level is for equipment categorised as category
I equipment where the manufacturer (in some cases the
contractor) shall ensure that such equipment complies with the
requirements of the applicable health and safety standards. An

The design of pressure equipment for category II and above
needs to be approved for compliance with a scheduled health
and safety standard by an appropriately registered professional
person competent in the field of pressure vessel design and
with experience of the relevant health and safety standard. The
qualifications of the professional person shall be verified by the
