Understand the difference:
1. An ACT of Parliament indicates the intention of the lawmakers
2. A REGULATION provides the function intended in the Act
3. A STANDARD provides the performance required for functioning
and achieving the intent and functionality of the Act and
Regulation respectively.
Every SABS/SANS stand is voluntary until called up by an Act of
Parliament when it becomes a compulsory standard. All standards
involve an inclusive collaboration by all role players in industry and SABS
ensures the writing of the standard and the process that ends up with a
complete standard.
The testing of products and systems is a commercial activity offered
by a number of test and certification centres. It is recommended
that such centres be registered with SANAS but this is a voluntary
registration.

The Consumer Protection Act, 2008 (Act No 68 of 2008) and all
amendments exists to protect the consumer as follows:
1. Right to fair and honest dealing (sec 40) Unconscionable conduct
by suppliers
2. Right to safe, good quality goods (Sec 55) particularly (d) – comply
with any applicable standards set under the Standards Act,
1993 (Act No 29 0f 1993, or any other public regulation
3. Warning concerning fact and nature of risks (Sec 58). Reference is
to unsafe and non- compliant goods as defined in Sec 55 (d)
Whilst the onus rests with the consumer as to compliant goods
being installed the Act does provide that the entire supply chain
can and will be held accountable for installation of non-compliant
product.
The onus for installing and specifying safe product and keeping
up to date with standards and amendments rests with the specifier
and installer.
