The target groups that will serve as the project's "cooperation network" are third country nationals (excluding refugees and asylum seekers), the the City of Vantaa officials, NGOs, and known experts from various fields. The emphasis is on the importance of "face-to-face" dialogue among, between and within the stakeholders.
