Investigative Resources for Narcotics
Investigators have more resources at their fingertips than ever before
in history. The number of resources available increases almost daily.
This course will highlight the most effective resources that are
available currently to support today’s narcotics investigations. It
focuses on internet-based investigative resources that are open
source, law enforcement only and non-internet sources as well.
Social networking sites and investigative use will also be covered.
Investigative Resources for Narcotics is customizable from 2 to 8 hours.
Search Coordinator Training
Interview and Interrogation
A nationally recognized behaviorist and deception detection expert,
Paul Bishop has conducted over 3,000 interrogations of criminal
suspects and uncountable interviews of victims and witnesses.
Developed through extensive hands-on experience, his tactical
approach to interrogation is low key and non-confrontational. Paul’s
distinctive skill set offers an unprecedented opportunity to resolve
sensitive and confidential issues or provide informed assessments
before the more disruptive alternatives of civil or criminal
proceedings are necessary.
Topics include: proper planning and preparation for interview/
interrogation; gestures and proxemics; psychology of deception;
enhance rapport building; understanding deceptive behavior;
understand and properly use questions; free-format & elimination
interviews; apply effective and legal interrogation tactics; how
to properly take a confession and close the session; proactively
prevent false confessions and admissions.
Introduction to Fraud: Principles, Detection,
Investigation, and Reporting
This course is designed to introduce and reinforce fraud definitions,
types of fraud, causes, investigation tools, reporting methods, and
additional resources, including real-world and local examples. Those
concepts reflect an educational background with real-life situations,
professional organization support, and experience which shows
knowledge of basic law, critical thinking, and investigative concepts
are needed.
Investigations Involving Registered Sex Offenders
This eight-hour course covers a variety of techniques for conducting
investigations involving persons that are registered sex offenders.
Topics to be discussed include: searching databases accessible via
WILENET; sex offender laws and scenario-based exercises; Act 79;
ICAC investigations; and establishing and maintaining sex offender
compliance teams as a tool for law enforcement.

The Search Coordinator Training is designed to teach the essential
knowledge and skills necessary to perform as the search coordinator
of a search incident with a focus on missing/abducted children. The
coordinator will be expected to lead the search operation within a
command structure as part of a CART (Child Abduction Response
Team) or equivalent organization. The course helps prepare the
student for the incident by reviewing several case studies, best
practices, and the typical sequence of events in a search. Time is
devoted to initial response actions, search tactics, techniques for
dealing with potentially overwhelming challenges, such as a large
number of volunteer searchers. The course will have two eight-
hour days in the classroom in which several case studies are used to
reinforce classroom discussion. In addition to classroom discussion,
a half-day scenario-based field exercise concludes the class.
Sex Crime Investigations
This two-day course will include an overview of sex-related crimes, sex
offenders and sexual perversions. Topics include medical & forensic
exams; victim dynamics; legal overview; enhance rapport building;
computer crimes; offender dynamics; free-format & cognitive
interviews; apply effective and legal interrogation tactics; case
management; crime scene integrity; investigative techniques; and
investigator wellness.
Telephone and Internet Records
Telephone and Internet records are becoming essential in today’s
narcotics investigations. From simple narcotics cases to complex
conspiracy investigations, obtaining and analyzing records is an
important piece of the investigative puzzle. This course will highlight
the basic aspects of telephone and internet records covering what
is available, best practices for requesting information, resources, and
processes for analyzing and reporting on information received. This
course is offered in an one-day and expanded four-day format.
Use of Covert GPS Devices
GPS has become an instrumental tool for law enforcement and
especially in narcotics enforcement. The Supreme Court decision
on the use of GPS trackers and ability to use advanced features has
impacted how law enforcement uses GPS today. This course provides
an overview of the use of covert GPS devices to support narcotics
investigations. The course topics depend on the length of time chosen
but generally will cover common equipment used, legal aspects, tips
and techniques for successful deployment. This course can be modified
to be presented in a two-hour to eight-hour length.
PUBLIC SAFETY TRAINING AT NORTHEAST WISCONSIN TECHNICAL COLLEGE
